Purpose of use	Identification of the character depicted who has been used by the Council since 1980. This image is also used to identify "safe houses" called McGruff Houses where children can seek help and shelter if they feel they are in danger. Those participating in the program place an NCPC card with McGruff's picture in a window or windows of the home to let children know this is a safe place to come if they are in trouble or afraid.
